1. Failure to comply with the obligations on protection of population and territories against emergency situations of natural or man-made character, as well as failure to comply with the rules and regulations for the prevention of accidents and disasters at facilities manufacturing or social purpose shall entail the imposition of an administrative fine upon officials from ten to twenty thousand rubles; and upon legal entities - from one hundred thousand to two hundred thousand rubles.
2. Failure to take measures to ensure the readiness of forces and funds for liquidation of emergency situations, as well as delays in the direction to emergency zones of forces and funds, approved by the plan of liquidation of emergency situations, shall entail the imposition of an administrative fine upon officials from ten to twenty thousand rubles.

Article 20.7. Failure to comply with the requirements and activities in the field of civil defense
1. Failure to comply with the federal laws and other normative legal acts of the Russian Federation special conditions (rules) of operation of technical control systems of civil defense and civil defense, as well as rules for the use and maintenance of alarm systems, personal protective equipment, other special equipment and property of civil defense, shall entail the imposition of an administrative fine upon officials from five to ten thousand rubles; and upon legal entities - from fifty thousand to one hundred thousand rubles
2. The failure of the preparation of protection of people and material and cultural values on the territory of the Russian Federation from the risks, arising from the the conduct of hostilities or as a result of these actions shall entail the imposition of an administrative fine upon officials from ten to twenty thousand rubles; and upon legal entities - from one hundred thousand to two hundred thousand rubles.

Article 9.19 "Failure to comply with the compulsory insurance of hazardous facility owner's civil liability for damage resulting from an accident at the hazardous facility".
Operation of a dangerous object, except for the commissioning of a dangerous object, in the absence of compulsory insurance agreement of civil liability of the owner of a hazardous facility for causing harm as a result of an accident at the hazardous facility shall entail the imposition of an administrative fine upon officials from fifteen to twenty thousand rubles; and upon legal entities - from three hundred thousand to five hundred thousand rubles.
